The name of the organization shall be "The Broad Street School Parent-Teacher Organization"(P.T.O.).

This organization is not directly or indirectly affiliated with any other parent, school, city, state, or national organization.

Purpose

The Purpose of this organization is to foster a good working relationship between home and school through active parental involvement in volunteer programs, fund raisers, and school activities; through informative evening programs on pertinent topics; and as a liaison in relating parent/teacher concerns and ideas.

Any parent, guardian, or adult friend of a student of Broad Street School shall be eligible for membership in this organization.

Any teacher or staff member at the Broad Street School shall be eligible for membership in this organization.

 The government of this organization shall be vested in the Board of Directors, as specified in the by-laws.

Contact Webmaster The officers of this organization shall be duly elected in the manner prescribed in the by-laws and shall hold office for their elective terms of one year.
 

Amendments

 

This constitution may be amended by a two-thirds (2/3) vote of the regular members present at any regular or special business meeting, provided written notice of the proposed amendment has been distributed to each regular member at least 5 school days prior to the date of such a meeting.

 

 

 

By-Laws

 

 

 

 

 

 

Article I

Membership

 

Section 1

All memberships expire the last day of June of the current school year.  The new Board of Directors shall begin duties July 1st of each school year.

 

 

 

 

Article II

Government

 

Section 1

The government of this organization shall be vested in a Board of Directors. The Duly Elected Officers, the Appointed Standing Committee Chairpersons, the Principal, and the Teacher Representative duly elected by the faculty shall constitute the Board of Directors.

 

Section 2

The Board of Directors shall be responsible for the affairs of the organization and shall formulate the policies of the organization. The Board shall also be responsible for preparing submitting an operating budged.

 

Section 3

The Board of Directors shall meet on a regular monthly date. Board meetings will be suspended for the months of July and August. Board meetings are open to all regular members of the organization. A majority of the board shall constitute a quorum.

 

Section 4

All decisions of the Board of Directors will stand unless overruled by a majority vote of the regular members present at any regular or special meeting.

 

Section 5

The Board of Directors shall consider all matters coming before the organization not otherwise stipulated in this constitution and by-laws, and make recommendation for approval or disapproval by the membership at the next regular or special meeting.

 

Section 6

Vacancies on the Board of Directors shall be filled by a majority vote of the Board of Directors.

 

Section 7

Money to be spent in excess of $500.00 for items not budgeted must be submitted at a regular or special meeting as a proposal. The proposal will be discussed and voted on at this time by the membership.

 

 

 

 

Article III

Duties of Elected Officers

 

Section 1

The President. The President will preside at all meetings of the organization. The President shall be responsible for the general management of the organization and, with the assistance of the Board of Directors, shall execute and administer the policies of the organization as established. The President shall perform such other duties and exercise such other powers as are usually incident to the office.

 

Section 2

The Vice President. The Vice President will have overall responsibility for the Standing Committees. The Vice President will perform other duties as the Board of Directors and the President may prescribe. The Vice President will preside over the meetings of the organization in the absence of the President.

 

Section 3

The Secretary. The Secretary will be responsible for maintaining the minutes of all Board, regular, and special meetings. The Secretary will have on hand for reference: the Constitution and By-Laws, the organization policies, minutes of previous meetings, and list of all committees and chair-persons. The Secretary will coordinate with the chairperson of the Publicity Committee to ensure members are notified of up coming meetings. The Secretary will perform such other duties as the Board of Directors may prescribe.

 

Section 4

The Treasurer. The Treasurer shall be responsible for maintaining an accurate and detailed account of the organizations financial status in a permanent ledger. The Treasurer shall maintain an accurate account of funds allocated for future use and net available fund at all times. The Treasurer shall provide a summary of the organization’s financial status at each meeting and have detailed ledger available for examination. The Treasurer will receive all moneys for deposit and pay by check all approved bills. The Treasurer shall preserve all vouchers, receipts, bank statements, and checks as a part of the organization’s financial records.

 

Section 5

The Teacher Representative. The Teacher Representative shall be the official liaison between the Broad Street School faculty and the organization.

 

 

 

 

Article IV

Standing Committees

 

Section 1

There shall be a minimum of five (5) standing committees: 1) Volunteer Coordinator, 2) Publicity/Information, 3) Fund-raiser, 4)Yearbook, and 5) Budget. The detailed responsibility of each Standing Committee shall be set annually as policy by the Board of Directors.

 

Section 2

The Chairperson of each Standing Committee shall be appointed by the Board of Directors within two weeks after the regular meeting in May of each year. Each Standing Committee Chairperson shall be responsible for recruiting regular members to serve on that committee.

 

 

 

 

Article V

Meetings

 

Section 1

There shall be two (2) membership meetings during the year. The will be held during the months of September and May. The dates of these meetings shall be set by the Board of Directors at the June Board meeting of the following school year. Notice of the schedule for that year’s regular meetings shall be distributed at least five (5) school days prior to each regular meeting. Special meetings may be called by the Board of Directors, with notification procedures to be as outlined above.

 

Section 2

The annual membership drive shall be held at the regular meeting in September of each year.

 

Section 3

The annual elections shall be held at the regular meeting in May of each year and notice of such meeting shall be distributed to each regular member at least five (5) school days prior to said meeting.

 

Section 4

Special meetings of the membership may be called for any appropriate purpose by the Board of Directors. Notice and purpose of such meetings shall be given at least five (5) school days prior to the meeting

 

Section 5

The annual operation budget, as prepared by the Budget Committee and the Board of Directors, shall be presented at the September meeting.

 

 

 

 

Article VI

Voting

 

Section 1

Members entitled to vote on matters brought before the assembly during a regular or special business meeting shall be limited to regular members only

 

Section 2

Voting shall be by individual, and no person shall cast more than one ballot. Proxies shall not be recognized. A simple majority rule will be followed for all voting, except as noted in Article VI of the constitution and Article IX of the By-Laws.

 

Section 3

The President shall cast a vote in case of a tie.

 

 

 

 

Article VII

Elections

 

Section 1

At the annual election in May there shall be elected by a majority of votes cast by regular members: President, Vice President, Secretary, and Treasurer. The Teacher Representative shall be elected by a majority vote of the Broad Street School faculty.

 

 

 

 

Article Vlll           

Codes of Conduct

 

 

 

 

 Section 1

 All members shall follow the Code of Conduct as listed in the Partners in Education Handbook and be responsible for maintaining the culture of Confidentiality, Consistency and Caring as listed in the Volunteer Program Codes of Conduct Agreement. 

 

Section 2

Concerns or complaints may be brought to the attention of either the Volunteer Coordinator or Principal.  If an investigation is warranted, it may include discussion with others on the PTO Board of Directors or Broad Street School Staff when applicable and may also include a written, signed complaint form to be put on file.

         
  Section 3

Volunteer will be spoken to by appropriate person that may include, the Principal or Vice principal of Broad Street School, the Volunteer Coordinator, and/or a member of the Board of Directors, as applicable.

 

 
         
  Section 4 Two documented offenses may result in action by the Principal or Vice Principal that may include reducing or terminating volunteer privileges.   
         
   

A second action by the Broad Street School PTO may result in terminating of yearly PTO membership.  This will be decided by the Board of Directors vote on a case-by-case basis.

 

 
         
  Article IIX

Rules Of Order

 
         
 

Section 1

 

When necessary, Robert’s Rules of Order shall govern the proceedings of all meetings, except as provided by these by-laws.  
         
  Article IX

Amendments

 
         
 

Section 1

 

These by-laws may be amended by a two-thirds (2/3) vote of the regular members present at any regular or special business meeting, provided that written notice of the proposed amendment has been distributed to each regular member at least five (5) school days prior to the meeting.

9/13/06 Amend By-Laws to add, as Article Vll, Sections 1 - 5, the Codes of Conduct as a guideline for PTO members to follow during volunteering at Broad Street School.  This amendment restructured the numbering of the Articles.
